drdo delay

Why most of indian drdo projects are delayed ? What can the indian government can do to solve it ?

Development of HIGH technology would appear to be a waste of time because govt ends up importing all its requirement , be it fighter planes, transport planes, nuclear power plants or rocket engines, The focus should therefore be on things that CAN be developed in a reasonable time frame, subject to all the constraints of finance, manpower etc. and in the prevailing state of development in the country. What's the point of making big announcements and aiming too high if the GRANDIOSE targets CANNOT be realized?

Aiming at the impossible and then carrying out a post mortem of the eventual failure doesn't do anyone any good esp. to the armed forces whose strength can be compromised / jeopardised. The trouble is that the chiefs of the R&D organizations, who are close to the age of superannuation make big announcements for getting EXTENSIONS of service from the govt. This creates a liability for the future generations as they are left holding the sack.

DRDO, ISRO and other such organizations should be manned by competent scientists and staff, so they can give their best in the interest of the country. Instead, these organizations end up with mediocre talent and products of our despicable reservation system. This makes a case for certain stream of education and professions to be excluded from the reservation system, so that only the best enter these institutions.
Moreover, defense procurement in India is heavily politicized, with Bofors being one of the earliest instances of corruption in high places. Any self-respecting country would want to be & remain self-sufficient, instead of depending on imports. China has shown how it can compete with the technologically advanced West, and India needs to learn from it.

Moreover, organizations like the DRDO should be autonomous in their operations, and should be allowed to do R&D and deliver as promised. Else, cut off their funds and use it for importing equipment. The LCA project of DRDO and HAL was a failure even after decades of R&D and re-designing. It reflects incompetence as much as the 'chalta hai' attitude mentioned in the beginning of the article.

Talks of making organizations leaner and meaner, while nobody talks about nepotism, personal fiefdoms, reservations, politics of back-biting. Why not privatize the DRDO, ADE, ADA, LRDE etc ? Accountability will come in naturally when the bottom-line is in question. Enough of dealing with these government undertakings that have turned into white elephants.
